How do you get the organization to add better players in mlb 2k11?

I told my organization who to focus on 3 years in a row and not 1 free agent has ever been signed its all re-signs. Also, when my contract was up it didnt give me the option of which other teams i had offers from and it automatically re-signed me. Anyone know why?
